  1. Command:  %FSEND
  2. Function: Request a file be sent to you via DCC downloading.
  3. Usage:    %FSEND #?.   or   %?? FSEND #?.
  4.          (where ? is the number of the file from the list you want.
  5.           The # preceeding the filenumber and a period after are required)
  6.          (where ?? it the Nick of the User running MCF)
